
Management systems and law enforcement in Indonesia's marine sector have lagged behind other development sectors. In fact, efforts to preserve coral reefs are often thought to hinder the economic development process. The MCS (Monitoring, Control, and Surveillance) program aims to develop systematic approaches to collaboration behind law enforcement officials and the communities they serve.
Enforcement involves both prevention and taking action against law breakers. Through MCS, coastal communities develop the capacity to patrol and monitor local marine resources in collaboration with law enforcement officials at all levels of operation.
